Senior Civil EngineerJay Broughton, P.E.
President
A Fairhope native, Mr. Broughton founded Broughton & Associates on the firm belief that great engineering is not measured by the number of projects completed - but by the success of client and the lasting value created for the community. He earned a Bachelor of Science in Civil Engineering from The University of Alabama in 2012 and completed his MBA at the University of South Alabama in 2016. As a Professional Engineer with a business background, Jay brings both technical expertise and a practical understanding of what drives a project's success. Today, Jay and his team help developers, businesses and municipalities across the southeast turn complex sites into successful projects. Jay's commitment to community extends well beyond the office. He serves as President of the Bayside Academy Alumni Association, on the Rock Creek Property Owners Association Board of Directors, and as a member of the Trinity Presbyterian Church Property Committee.
As President, Mr. Broughton sets the vision and direction of Broughton & Associates and makes sure every project reflects the firm's commitment to its clients and communities. He leads business strategy and growth, builds relationships with clients, municipalities and development partners, and oversees the firm's technical work from early feasibility through construction. Jay is personally involved in solving the firm's most complex site and permitting challenges, working closely with local governments to find paths forward. He also leads the recruiting and development of the firm's team, bringing together experienced professionals who share its core values of transparency, responsiveness and integrity. Above all, Jay holds the firm to a simple standard: every client should be better off for having chosen Broughton & Associates.
Robert Cummings, P.E., CFM
Mr. Cummings is a native of Mobile and joined Broughton and Associates in the Fall of 2026. He earned his Bachelors of Science in Physics from the University before returning to his alma mater to get his Bachelors of Science in Civil Engineering. As a Floodplain Administrator, former planning commissioner, and former member of the Eastern Shore MPO's Technical Advisory Committee, he has seen projects from both sides of the table. His work spans municipal infrastructure, commercial and industrial development, residential/multi-family projects, water and wastewater systems, flood and hydraulic studies, pipeline relocations, and federally funded projects from South Carolina to Texas. He is a licensed P.E. in Alabama and Florida.
As Senior Civil Engineer, Mr. Cummings leads the technical design and oversight of a wide range of projects at Broughton & Associates. He manages projects from start to finish, including due diligence and master planning, flood and hydraulic/hydrologic studies, preliminary and final design, bid phase services, and construction administration. His unique and diverse experience allows Robert to understand projects from both sides of the table. That perspective helps him guide clients through permitting and regulatory review and deliver designs that local governments can approve with confidence. He also mentors the firm's engineering staff and reviews their work for quality and technical accuracy. Robert shares the firm's commitment to putting clients first, and he brings the experience and judgment to carry complex projects from concept to completion.
Civil Project EngineerVincent Parker, E.I.
Mr. Parker moved to Mobile from his hometown of Wiggins, Mississippi to earn his Bachelors of Science in Civil Engineering from the University of South Alabama. While at South, Vincent was heavily involved in the ASCE Concrete Canoe competition and other College of Engineering organizations.
As Civil Project Engineer, Vincent supports the design and delivery of projects across Broughton & Associates' land development and municipal infrastructure work. He prepares civil design plans for grading, drainage, stormwater management and utilities, performs engineering calculations, and helps assemble permit applications and submittal packages for review by local, state and federal agencies. Working closely with the firm's senior engineers and designers, Vincent coordinates with clients, contractors and reviewing agencies to keep projects on schedule and on budget. He also assists with the firm’s Construction Engineering and Inspection department to ensure as-built conditions are in conformance with the construction drawings.
Senior Civil DesignerJames Payne
James Payne brings more than 35 years of civil design experience to Broughton & Associates, with a career built on delivering practical, buildable solutions for communities across the Gulf Coast. He studied Civil Engineering Technology at Spartanburg Community College in South Carolina and has since designed a wide range of projects for cities, utility authorities, ports and private developers. His work includes drainage and roadway improvements, sewer and water main extensions, harbor and port dredging, and stormwater infrastructure. James is a Qualified Credentialed Inspector and licensed Pilor. His long track record and extensive experience yields a deep understanding of both the technical demands and the local impacts of every project. James is a long-time resident of Fairhope and joined Broughton and Associates in the Fall of 2026.
As Senior Civil Designer, James leads the design and plan preparation for all Broughton and Associates’ projects. He prepares grading, drainage, stormwater management, water and sewer, and roadway designs and turns engineering concepts into clear, constructible plan sets. James works closely with the firm's engineers to refine layouts, resolve design challenges, and produce drawings that move smoothly through permitting and into construction. He also shares his expertise with the design team, helping maintain the quality and consistency of the firm's work.
